‘It Was an Absolute Long Shot:’ Haley Van Dyck on the Steep Challenges Facing an Early US Digital Service

Haley Van Dyck was Deputy Administrator and Co-Founder of USDS, from its inception in August 2014 through August 2017. Prior, Haley was a Senior Technology Advisor at the White House, and also held digital strategy roles at the United States Agency for International Development, the Federal Communications Commission, and the 2008 presidential transition team. 

Haley Van Dyck co-founded the USDS and served as its first-ever Deputy Administrator. She brought hard-won experience navigating the federal bureaucracy and sparking digital transformation, earned from stints at the United States Agency for International Development, the Federal Communications Commission, and the 2008 Obama presidential campaign.

Haley helped pilot precursors to USDS and also evolve those into what would eventually become USDS. 

Below, Haley discusses the importance of situating USDS within the White House, and why it was necessary to recruit top talent from inside and outside the government.
